The upper side of this page talks about flight permits for unscheduled foreign registered aircrafts, especially for private jets, may they be revenue or non-revenue generating flights. Scroll down if you wish to read about other types of flight permits.
Indonesia DGCA allows only registered flight permit agents to apply for landing or overfly permits in Indonesia. As such, all foreign aircraft operators or international trip planning services companies have to appoint a local permit agent to apply the permit on their behalf. These agents are normally ground handling agents but some agents are merely permit agents.
A. Applying for Landing or Overfly Permits
The process of applying landing and overfly permits for Indonesia is the same. All the requirements are also the same, except that overfly permits don't require passengers manifest. This process takes around forty eight (48) working hours.
Indonesia flight permits need to have approvals from three different government institutions, in the following sequence:
1st, Ministry of Foreign Affiars (MFA)
2nd, Ministry of Defence (Mindef)
3rd, Ministry of Transportation (MoT)
MFA issues diplomatic clearances, Mindef issues security clearances and MoT issues flight clearances. The flight clearance / permit numbers that aircraft operators state in their flight plans are the numbers issued by MoT through Directorate General of Civil Aviation (DGCA). The following documents are required to apply for an Indonesia landing / overfly permit:
- Air Operator Certificate (if the aircraft is under an AOC)
- Certificate of Airworthiness
- Certificate of Registration
- Air Operator Certificate Certificate of Insurance
- Pilot license of both pilots & all crew passport details
- Passengers details (not required for overfly permits)

Indonesia DGCA normally issues/grants a flight clearance 24 – 48 hours prior to the flight schedule. Once granted, flight permits are valid for a maximum of five (5) days, unless the flights are for special purposes such as humanitarian, disaster relief and other special purpose flights.
B. Flying Domestic Sectors in Indonesia for Foreign Aircrafts
(MoT Decree 109 of 2016 replaces MoT Decree 66 of 2015)
A foreign aircraft can fly domestic sectors within Indonesia, under one condition: Obtain a Special Permit from DGCA. AFM can help you obtain it. This special permit is required when we apply for a landing permit.
(Exception is given to light aircrafts, such as Twin Otter or King Air types of propeller aircrafts that have to fly over and make a fuel stop or crew rest due to aircraft performance. They can be exempted from having to obtain a Special Permit. Please consult AFM when you have a case like this).

How to obtain a special permit to fly domestic legs?
You need to write two letters. The first letter is to address to Indonesia DGCA, stating your purpose of flight, hence your request for the Special Permit. The second letter, you write to appoint AFM as your permit agent to help you obtain the Special Permit. See samples of the letters in English, in word format to allow you modify easily.

The two letters have to be written on a company’s letter head and both to be signed by the same empowered person, a director level or similar. You can use the lead passenger’s company letter head or simply use the aircraft operator’s one. The letters have to contain full address information of the company and have to include a reference number. This reference number is required by the online application system, otherwise we cannot submit the application.

- AFM will apply for it online
- It takes 4-5 working days from the day we receive your complete application
- It is valid up to one month and renewable by submitting a new application
- We can request to have up to fifteen (15) Indonesia airports
- It allows a maximum of three domestic sectors
- Valid for non-revenue flights only. Charter and medevac flights are not allowed.

Allowed as long as entry airport and exit airport is the same airport, the same airport code. In the example above,
it is Manado (WAMM / MDC). You can change Manado with Bali or Jakarta as long as the route consists of four
landings with three airport codes.

Sydney - Kupang (CIQ) - Labuan Bajo - Sorong - Ujungpandang (CIQ) - Shanghai
Reason: Exceeding three airports.
Plane has to leave Indonesia after the third airport, Sorong. As there is no CIQ in Sorong, you cannot go to Sorong
from Labuan Bajo, which also has no CIQ.
You simply cannot do a sector involving two domestic airports which have no CIQ facilities as it will automatically
involves four airports/stops, since you need to enter and exit from an airport of entry/exit (AOE). Although you use
the same airport to enter and to exit Indonesia, they will be counted as two stops.

Manila - Manado (CIQ) - Kendari - Bali - Balikpapan (CIQ) - Bangkok
Reason: Exceeding three airports.
Plane has to leave Indonesia after the third airport. From Bali, you can fly to Dili in East Timor and re-enter via Balikpapan.

C. Tips on Applying a Flight Permit Efficiently
Indonesian flight permits allow three airports of origin for inbound flights and another three airports for outbound flights, with a single destination in Indonesia.
For instance:
a. WSSS/WSSL/WMSA - WIHH - VHHH/RPLL/WSSL or
b. WSSS/WSSL/WMSA - WADD - VHHH/RPLL/WSSL
This way, your aircraft can fly into WIHH (Jakarta Halim Perdanakusuma) airport from either WSSS/WSSL/WMSA. Thus, should your original plan to fly to WIHH was from WSSS, but for some reasons the route becomes WMSA to WIHH, you can do that without changing the permit - as long as the airport is stated in one of the three airports for the incoming flight. Otherwise we have to apply for a new permit.
The same applies for outgoing flights. To enjoy this flexibility, you need to tell AFM or your permit agent from the beginning, on which other potential airports you will want to be included in the flight permit. Failing this, we will have to do a guessing for you. Doing this right from the beginning will save you a lot of headache and money, should last minute changes occur.
Note:
Indonesia DGCA prefers using IATA codes over ICAO, hence the flight clearances will have three letter IATA codes, instead of four
letter ICAO codes.
D. Other Permit Types & Helicopter Operations for Foreign Registered Aircrafts
Indonesia DGCA recognizes the following permits:
D.1. Permit for Test Flight
This permit can be obtained only for post maintenance flights.
D.2. Permit for Ferry Flight
This permit can be obtained. Normally it applies to maintenance aircrafts, aircrafts delivery, end of lease, repossessed, etc.
D.3. Airliner’s Block Permit
This permit can be obtained, by seasons.
